Moroz O. Formation of information and communication competence in primary grade pupils in the conditions of the New Ukrainian School

Theoretical analysis of scientific works and the current state of primary education indicate the existence of contradictions between the current level of information and digital literacy of the population and the needs of Ukrainian society at the current stage of its development; the requirements placed on modern education for the implementation of information and communication technologies in the learning process and their insufficient use in modern secondary education institutions; the level of mastery of information and communication competence of primary grade pupils and the recommendations of the Concept of the “New Ukrainian School” regarding their formation. Basic notions such as “informatization”, “information society”, “digitalization”, “information”, “communication”, “competence”, “information and communication competence”, “primary grade pupils”, “New Ukrainian School” have been singled out on the basis of a comprehensive research of formation of information and communication competence of primary school pupils and analysis of scientific and methodological resources. The notion of “information and communication competence of primary grade pupils” is defined as an integrated ability to use information and communication technologies in working with information sources, as well as the ability to communicate effectively in the process of solving personal and socially significant tasks, observing ethics and information security in the digital environment. The research presents the results of the theoretical analysis of formation of information and communication competence of primary school pupils and outlines scientific approaches to the problem study (dialectical, competence-based, activity-based, systemic, personally oriented, environmental, technological, integrated). Their combination ensures the implementation of targeted goals and objectives. The pedagogical conditions for the formation of information and communication competence of primary school pupils in the process of applying expert assessment were investigated, including: the formation of pupils’ cognitive interest in information and communication activities; teacher motivation for self-development; creation of an educational and developmental environment; availability of material and technical and personnel support. The research specifies pedagogical conditions which are the basis for the implementation of the model formation of information and communication competence of primary grade pupils. The proposed model includes five interrelated and interdependent blocks: target, methodological, content, procedural, and effective. The results of the experimental verification of the implementation of the developed model of the formation of information and communication competence of primary school students confirm its effectiveness. In the process of the experimental study, an experimental and control group were distinguished, which, by calculating the critical value of the Student criterion, were homogeneous in all indicators. Comparison of the growth rate of the formation of information and communication competence by all criteria indicates significantly higher indicators in students of the experimental group, which indicates the effectiveness of the proposed model.
