Yefimenko V. The principle of subsidiarity in the sphere of public service of Ukraine: administrative and procedural aspect

The dissertation research is an independent qualification scientific work devoted to the analysis of the content of the principle of subsidiarity, its functional features, the peculiarities of its application within complex multi­level systems, the study of the evolution of its development, as well as its place in and significance for the sphere of public service of Ukraine, including within the institute of administrative procedure. In Chapter I, "Historiographic, theoretical and methodological foundations of the functioning of the principle of subsidiarity", an analysis of the literature on the subject of the study was carried out and its division into two main groups, namely, domestic and Western European was done. Based on the comparison of the indicated groups, it was established that the state of scientific study of problems by Western European researchers is several decades ahead of their domestic colleagues, who got the opportunity to pay attention to the principle of subsidiarity only after Ukraine gained independence. The formation of the concept of subsidiarity is traced, which originates from the social teaching of the Catholic Church and was developed by theologians and the Popes in their messages to the faithful during the first half of the 20th century, prior to the transfer of the principle into legal dimension.
