Olshevska Y. Institute of Legal Responsibility of Civil Servants in the System of Service Law of Ukraine

The dissertation is devoted to the study of the institute of legal liability of civil servants in the system of service law of Ukraine. Based on the systemic and structural analysis of existing approaches, the author formulates the concept of «civil service» and clarifies its role in the state-­building processes of Ukraine. It is concluded that civil service is a political, organisational, managerial and social institution of the State whose main purpose is to ensure effective implementation of laws adopted by the Government, implementation of the State policy, and also the needs and interests of Ukrainian citizens in accordance with democratic principles and standards. The author reveals the content and essence of such concepts as «responsibility», «legal responsibility», «legal responsibility of civil servants» and «institute of legal responsibility of civil servants». The author offers her own approach to the definition of «institution of legal liability of civil servants» which, in particular, is defined as a system of legal provisions regulating the mechanism of bringing civil servants to liability for committing unlawful acts.
