KOROSTASHIVETS I. Administrative and Legal Bases of Disciplinary Responsibility of the Personnel of the State Criminal and Executive Service of Ukraine

The thesis is one of the first in the national legal science to provide a comprehensive study of the administrative and legal framework for disciplinary responsibility of the personnel of the State Criminal Executive Service of Ukraine, which resulted in the formulation of proposals for improving this mechanism of legal regulation and offered specific amendments to the legislation. The author analyzes the content of the available results of studying the administrative and legal framework for disciplinary responsibility of the personnel of the SCES of Ukraine. The author proves that improvement of the administrative and legal framework for disciplinary responsibility of the personnel of the SCES of Ukraine should be carried out in the following areas: a) improvement of the legislation regulating disciplinary responsibility of the personnel of the SCES of Ukraine; b) improvement of the organizational and legal framework for disciplinary responsibility of the personnel of the SCES of Ukraine; c) improvement of the procedure for disciplinary proceedings in the SCES of Ukraine; d) improvement of the procedure for recruitment, training and retraining of the personnel of the SCES of Ukraine; e) improvement of methodological support for the procedures for implementing disciplinary responsibility of the personnel of the SCES of Ukraine; f) improvement of the study and implementation of foreign experience in implementing the institution of disciplinary responsibility of penitentiary institutions personnel. The author formulates specific proposals within the framework of these levels (areas).
