The dissertation addresses a significant and relevant scientific-applied problem, consisting in the theoretical substantiation and development of practical recommendations for improving the mechanisms of countering economic threats in the logistics support of Ukraine's security forces.
It has been established that under contemporary conditions, economic crime has assumed organised forms rooted in socio-economic relations oriented towards the unlawful acquisition of resources. The so-called "shadow economy" exerts a detrimental influence not only on the fundamental components of the national economy but also on the overall state of national security. Effective counteraction requires broadening the scope of measures applied: transitioning from the investigation of petty offences to addressing systemic problems — including corruption within public authorities, organised economic crime, and certain categories of economic offences that enjoy a degree of social tolerance.
The systemic role of public administration in countering economic threats has been substantiated: it ensures the formulation and implementation of state policy in the domain of economic security, coordinates the activities of economic system actors, and facilitates interaction among public authorities, local self-government bodies, law enforcement structures, and economic entities. Contemporary threats in the sphere of logistics support for security forces are complex in nature, encompassing legal, informational, and organisational dimensions, the neutralisation of which requires the improvement of corresponding public administration mechanisms.
Three principal organisational-legal directions for countering economic threats have been identified and justified: (1) legal preventive and educational influence; (2) the application of criminal-law measures in accordance with existing legislation; (3) specialised crime prevention — encompassing both the prophylactic prevention of offences and the suppression of criminal activity already underway. The effective implementation of these measures directly affects the capacity of the logistics support system to meet the operational needs of security forces and contributes to the timely identification and elimination of criminogenic factors.
The pivotal role of information technologies in establishing a unified information environment for the prevention of economic crime has been determined. A three-tier information-analytical system is proposed: at the central level — the operation of dedicated databases; at the regional level — a distributed network of specialised centres under coordinating institutions; at the local level — the conduct of preventive and operational measures. The information resources of the prevention system are formed across both the public and private sectors, encompassing state authorities, law enforcement agencies, enterprises, as well as scientific and civil society organisations.
An organisational mechanism has been developed aimed at optimising the structures of law enforcement bodies engaged in countering economic crime, coordinating anti-crime efforts at the national, regional, and local levels, and establishing regulatory frameworks governing information exchange and the utilisation of databases.
The preventive significance of standardisation in the sphere of logistics support has been substantiated. Standardisation within the NATO system constitutes a process of developing and implementing unified requirements, norms, and procedures designed to ensure the interoperability, operational effectiveness, and interchangeability of the Alliance member states' armed forces. Ukraine adopts NATO standards on a voluntary basis. The implementation of these standards is expected to reduce the risks of corrupt practices by ensuring transparency, control, and accountability at all stages of logistics processes.
It has been ascertained that the methodological foundation for enhancing the effectiveness of counteraction lies in the introduction of innovative approaches in public administration: digital platforms for integrated logistics management, risk-based approaches, big data analytics, the development of inter-agency coordination, the improvement of public procurement mechanisms, financial control and audit, and the cultivation of a modern human resource capacity. The realisation of these directions will contribute to greater transparency, economic resilience, and operational efficiency in the logistics support of Ukraine's security forces, thereby constituting a significant element in strengthening national security under conditions of contemporary internal and external challenges.
