Chapter 1 «Theoretical and Methodological Foundations of the study of the Parliament of the European Union as a supranational institution» describes conceptual approaches to the study of the peculiarities and nature of the phenomenon of parliamentarism, which is the basis for the functioning of the legislature of the European Union. The issue is complex and interdisciplinary, and therefore requires the use of different approaches to the study of this topic, each of the approaches of the relevant science defines the concept of parliamentarism differently, which in turn complicates the formulation of a single definition. The research of the phenomenon of parliamentarism in the philosophical and legal thought of the Enlightenment allowed the author to form an opinion on the intensive development of the ideas of parliamentarism as one of the basic principles of government. The research examines the impact of philosophical concepts on the formation of the basis of modern parliamentarism. Taking into account the works of such philosophers as G. Hegel, I. Kant, J. Locke, S. Montesquieu, J. Mill, and J.Rousseau, it became possible to identify the factors that influenced the evolution of parliamentarism and further relations with other authorities. The research of the phenomenon of parliamentarism has opened up broad prospects for understanding the essence and significance of the parliamentary system in shaping the modern political and legal order. Particular attention was paid to the role of parliament as an instrument for ensuring the balance of power, and the practical implementation of parliamentary mechanisms in the context of international organisations, both universal and regional, was also studied. A comparative analysis of the philosophical works of the Enlightenment allowed to understand the relationship between the ideas of philosophers and their implementation in real political practice.
