The dissertation focuses on the development and implementation of a modern virtual learning environment as an instrument for the effective educational process organisation in the Ukrainian higher education institution. The introduction reveals the relevance of the research, the educational software development history in Ukrainian higher education institutions, and particularly in Kherson State University. In the study, the experience in the development and implementation of Ukrainian virtual learning environments is systematised. Based on the detailed analysis of the functional requirements for the software means that is a part of virtual learning environments developed and maintained by Ukrainian universities, the research formulates the functional and software requirements for building a new virtual learning environment aimed at solving organizational problems and improving the educational processes of modern Ukrainian higher education institutions. The paper suggests a methodology for organising educational and administrative business processes in Ukrainian higher education institutions that uses new technologies similar to «blockchain» to improve the processes of professional achievements exchange between graduate students and future employers. The study systematises the long-term experience of the Kherson State University scientific laboratories in developing educational environments for secondary and high schools of Ukraine focused on mathematical and programming subjects, and the experience in developing virtual universities and integrated learning environments for higher education institutions. In the research, the requirements specification and software modules for the virtual learning environment «KSU24» have been developed. The methodology and technology for making changes to the source code have been introduced, following the changing requirements of academic staff and administration of higher education institutions. The implementation of the virtual learning environment «KSU24» for the automation of business processes of the Ukrainian higher education institution has been substantiated. This scientific work evaluates the efficiency of the educational and administrative processes of the Ukrainian higher education institution, for the automation of business processes of which a virtual learning environment has been involved, in comparison with non-automated business processes of higher education institutions. The functional requirements, hardware requirements, and categories of users for a typical virtual learning environment of higher education institutions in Ukraine have been determined. The accompanying document flow of typical business processes of a higher education institution in Ukraine has been improved and automated. A thorough analysis of the typical software implemented in the educational process of the higher education institutions of Ukraine has been conducted. The author singles out architectural and software solutions for the effective construction of a virtual learning environment for higher education institutions of Ukraine. The practical significance of the obtained results lies in the mechanisms for improving the adaptation capabilities of higher education institutions of Ukraine to the changing conditions of the modern world, which were used when the Kherson State University was moved to another city due to military aggression.
